It isn't circular. Just cause/effect.

I am saying that the cause is that there wasn't room, need or precedent. The other cause being pushed by Monte is that it was all because of Chainmail.

Either way the effect is the same.

two different meanings of argument. I wasn't saying that your argument was circular, I was saying that the argument in this thread is circular. One person quotes Monte, the next mentions there had never been one, and where's the room anyway. Etc.

I want to see a review tho. But my campaign would be completely different if this had been out when we started.

Hmmm... on par would depend on the campaign, but it's interesting to note that underwater rules (which take less space) did make the revised cut.
 

There's also the chicken and egg problem of, if rules for doing X aren't available, then DMs probably won't incorporate X much or at all, which can then be used as "evidence" of low priority for including X as an option.
