So you're saying that a person that wants to kidnap, torture, murder, and then eat someone but doesn't because it's against the law is Lawful Neutral? Or a real life example, is someone that wants to give a homeless man a sandwich but doesn't because the law says he can't, is he also Lawful Neutral?
No, he's saying that someone who wants to kidnap, torture, murder, then eat someone, but doesn't because they're aware that it's morally wrong, is a neutral person. Indeed, they could even be acting contrary to their nature and be good (something which makes playing Tieflings, with their demonic blood, fun). If the only thing holding them back is fear of legal repercussions, well, they're still neutral, but definitely nearer to evil than good. If they would actually do it when they got the opportunity, yeah, that's probably evil.

Your idea about the Hellknight being around to watch her may fit since she wants to have him leave as soon as possible. Overall she has not been doing evil things, just staying at the expanding town to oversee things, but having not been organizing evil things or anything. The only problem was when she wanted to summon Erinyes to sing at the wedding which got my cleric all O_O "NONONONO!" My character however was interested since while he does not worship devils, he's just interested to see them. He is not against where she is from, just worried the traditions of her country may cause problems.
Sounds Lawful Neutral to me. But I'd continue to investigate. Perhaps get her drunk, that ought to show who she really is.

Are either of the two acting out of pure respect for the law, as rules imposed by their society, or is fear of punishment a motivator? I would say a person who blindly follows the rules set down by society, regardless of their own personal desires (or any other considerations) sounds Lawful Neutral to me. They don't care what the laws are, they just follow them blindly. If the law says "feed the homeless guy", they do it. If the law says "kill and eat the homeless guy", they do that.
