The racial write ups have the red martians getting the human skill points and feat package and the rest have the opposite. So that means a first level red will have 8 more points than a first level white (of equal INT)?

The reds are the default "humans" of the setting, so yes.

Why do grey martians have the skill point penalty? Aren't they the smart ones of the setting?

I just noticed the description at RPGnow said all of the rules were in one book. That surprised me...

But there is a big difference between giving the reds a bonus that means 2 more feats and 8 more skill points and giving them 1 more feat and 4 skill points.

It is an adapted form of d20 Modern.

Just to be clear:

Reds @ first level: 2 feats, +4 skill points.

Everybody else @ first level: 1 feat, -4 skill points.

It is, undoubtedly and unashamedly, lopsided. Blatant rules tweak to encourage the play of Reds (as the primary race).
