D&D 4E Martial Techniques

I changed all the implement powers to have a Focus keyword ie you have to have a technique active that provides martial Focus ie one which causes you to gain martial focus due to learning it, or a weapon attuned to serve that purpose.

This is more flexible than the implement. The idea is to integrate the Martial Technique rules with the Monk class.

Martial Techniques are in a general sense the go to treasure of the Martial Artist. Their personal journeys often feature learning new techniques by way of new masters who see in them potentials and whom they impress with their worthiness and readiness (see karma rules). Techniques and associated rules allow the aesthetics or the ascetic monastic to be expressed nicely to donate wealth they do come upon and walk alongside fellow heroes.
