Does it sound possible? What would be the implications? I personally see groups of 35-50 Experts hunched over furnaces.

The bbeg's army loves to throw things that zap, burn, or corrode, and I need a way to justify all the money that would cost.

Yes it is possible. Civilian business/factory to mill and produce then sell. Church - what do you do with 20 to 30 clerics/monks.

A friend of mine is reading a good on technology in the middle ages and talks about the how monasteries were business centers, producing product and trading it. This should apply to DND

Mass production would be 40 commoners hunched over while 10 experts provide premeasured cups and do quality control...

But in either case, why not? just make sure that this production plan is included in the power level of the BBEG's overall opperation. That it, if his army has all these nasty things, they need to be proportionally smaller, because he's allocating his resources to research and development, not pure manpower.
