Wyrmscale armor doesn't use real dragon scales. And, anyway, it does turn ordinary scale armor into special fancy scale armor. That's the point of the ritual.

The descripton of the other tiers say that they're the result of special forging techniques. Some blacksmiths somewhere make these kind of armors
 

... by using the Enchant Item ritual. Anyone with the appropriate feat may use rituals now. You don't have to be a wizard to enchant magical armor.

That does not make sense. It may be a fine gamist rule, but it's crap from simulationist PoV.

This is because you are still trying to simulate 3E. Stop trying to simulate 3E for a moment and consider, in the great wide world of things which do not ultimately derive from D&D, the types of people who usually make armour.

The sensical-ness of non-casters making magical arms and armor is greatly dependent upon how you interpret magic to work in a given setting.

Can it work, is it neat? Sure. But it's not appropriate for all interpretations of magic.

Well in your campaign you can just limit it to arcane and divine casters. That make you feel better?

Were you not making the point that 3e casters were not the best-suited folk for making magic arms and armor?

If not, well, perhaps you may want to work on your communication skills, and stop being so annoyingly obtuse, so as to better engender intelligent conversation.
