MC Warlock and Hexer PP

I don't know if it's an oversight, but the Hexer paragon path in Arcane Power does not have "Warlock's Curse" as a prerequisite.

The Hexer has a bunch of powers that allow cursing as a secondary effect. But what happens if you have only have a limited ability to use curses (with Student of Malediction -- curse once/encounter and the curse expires when you hit the target)? Do the Hexer powers allow you to bypass the 1/encounter limitation? Do those curses expire when you hit the targets?

Similarly, what happens if you have no ability to use curses (with Pact Initiate)?

My personal ruling is that Student of Malediction gives you the ability to cast Warlock's Curse as a minor action once per encounter. Any other applications of the curse you can spread (via Rod of Corruption or other powers) are not hindered by the feat.

Since it's neither condoned or explicitly prohibited by RAW, and I can't really tell the RAI, I go with what makes the player happy.

There are plenty of PPs, that give you abilities that only a true member of the class would be able to make best use of, but which a MC could take. For instance, look at all of the Swordmage PPs that boost your various Aegis powers. You simply have to factor in that sort of thing when considering a PP.

I'm having a similar issue with my PC. My character is an eladrin artificer, and since I'm using the playtest rules from Dragon 365, I didn't have any paragon paths to choose from. So as part of my character concept (kind of a mystical safecracker), I chose to multi-class into rogue and used information from the Mithrendain article in Dragon 367 to flesh out my character. That same article unveiled a PP for eladrin rogues that I thought would fit my character, the Watcher of the Night. The one rule problem is its 16th level class feature:

Shadowslayer (16th level): While you have concealment or total concealment and your target grants you combat advantage, you can apply your sneak attack damage to your opportunity attacks, even if you have applied your sneak attack damage that round already.

Normally, I can only apply my sneak attack damage 1/encounter (I'm thinking about taking the slaying action feat to gain another application via an AP), but I'm wondering if I would free me to use my sneak attack damage on all opportunity attacks. I haven't seen any rules clarifications, so I guess I will have to ask my DM. Its such a conditional power that I don't think it will be that unbalancing to do so.

I actually thought the paragon path was made explicitly for multiclassing and allowing non warlocks to curse at normal strength but limited times per day. The closest I can come to this is the ranger/warlord PP Outlands marshall. I actually think that is meant to be a full strength quarry of course most of these are based on the idea of having to hit to actually use these powers.
