Meta Magic and Scrolls\Wands?

Can a Wizard Scrip a Scroll or Make a wand with a Meta Magic Spell? i have a player asking my thought is yes but it's going to cost as a higher level spell

Yes, and it does cost as the higher level spell.

The answer is yes, but the costs are as for the higher-level spell. Also note that Potions can only contain spells of up to 3rd level, and Wands of up to 4th level, and the metamagic spell cannot violate this limit (so, no wands of empowered fireball - that's 5th level).

Examples:

Scroll of Maximised Cure Light Wounds: Spell level is 4 (1 + 3). Minimum caster level is 7 (for 4th level spells). Cost is 4 x 7 x 25 = 700 gp. Costs 350 gp and 28 XP to make.

Wand of Maximised Cure Light Wounds: Spell level is 4 (1 + 3). Minimum caster level is 7 (for 4th level spells). Cost is 4 x 7 x 750 = 21,000 gp. Costs 10,500 gp and 840 XP to make.

Potion of Maximised Cure Light Wounds: Not possible - the spell level is too high.
