Meta magic rods and spells

Here is a basic question.....

From my understanding, you can apply meta-magics to spells you write on scrolls, as long as they take the higher slot.

Can you apply a meta-magic rod's meta-magic ability to that scroll?

Could you apply a meta-magic rod's meta-magic ability to the tattoo magic feat?

You can use items to provide the requirements to craft an item.

But you have to figure in the metamagic modifier you would normally have from the feat (instead of the +0 from the rod), to determine the cost of the item.

I don't think you can use the rod to modify the magic, when you activate such an item, if that's what you meant.
