That's because the feats are so well balanced. If you wanna create a fancy shmancy sword, you have to take a boatload of time out away from the adventure, spend a good chunk of cash to create the item, and dump a good amount of highly valuable, hard earned XP. It discourages Arms Racing perfectly.
