Metamagic feats +0lvl and casting time

Just wanted to make sure: If a spell is cast spontaneously with a metamagic feat, the casting time is longer. This still applies even if the feat doesnt incur a penalty on the spell slot used (eschew material, energy substitution), correct? (Although there really isnt a reason why it shouldn't, i just wanted to verify...)

Yes.

Yes, casting time is still increased.

Note that it looks like 3.5E is changing Eschew Materials to be a General feat instead of a Metamagic one, so it won't increase casting time any more.
