Mighty Enmity question (Avenger epic feat)

So, with Mighty Enmity, I can use Oath of Enmity on two targets the first time it is used in an encounter. Does this mean:

1. Once I kill the first target, I regain OoE and can use it on another target, keeping me at 2 Oaths throughout the encounter, as long as I "juggle" them?
2. Assuming the above is true, if I kill both without "re-Oathing", I am left with only one use of OoE for the rest of the encounter.
3. Or, 1 is true, but 2 is not, and I can effectively have two OoE targets at any point (I seriously doubt this one is true, but had to toss it out there for the full range of possibilities).
4. Or, 1 is not true, and once I kill the first OoE target, I still must kill the second to regain any more OoE uses.

Which of the above is/are correct?

From reading it, I'd say you get to Oath two targets right at the beginning of the combat. The Oath of Enmity power itself says it refreshes when the target hits 0 HP. I'd say you get it back at that point, but can only Oath one additional creature - not two more.
