I highly recommend GWs plastic boxed regiments sets. (Orcs, Skeletons, Zombies, human mercenaries (Mordheim), Empire Militia, Empire Infantry, Dwarves, etc.) You get about 20 miniatures which can be assembled in a variety of poses with a variety of weapons for less than $ 1/mini. And they're very easily customizable as well and leave you with lots of bits to use for customizing other miniatures.
