Minor planar ally looks okay to me. Minor planar binding should probably be a 3rd level spell:
1) Lesser binding is a 5th lvl spell (compared to lesser ally's 4th).
2) A wiz/sorc needs to be able to cast Magic Circle in order to bind the summoned creature, which is a 3rd level spell.
