Well, for opponents with Area Effects, that's true. However, at level 5 (minimum for the Level 3 spell Displacement), only a relative handful of opponents will have area of effect abilities. Besides, AoE's make both spells kinda pointless anyway. Displacement (the level 3) is a touch-target spell; with it's duration (1 round/level), it's a combat buff, little more. Mirror Image (level 2) is a great candidate for a potion (as a Personal target spell).
