Missing an eye in D20 Modern

I know that DnD has rules for it but I'm too lazy and hungover today to look for it so here's my question.

What's the game effects in D20 for the loss of an eye, hand, arm or other appentege.

I think the general rule is you get a -2 circumstance penalty for doing anything requiring the missing part. For example, if you're missing an eye, -2 to Spot and probably Search.

And then you get a +2 on all Wis checks for telling the future.

That's what I thought were the effects , just wanted to make sure. Got a player in a Sidewinder;Recoiled game thats PC history is that he lost an eye during the late War of Northern Aggresion, hence his Moniker of "Patch"
