Will the Mist Dragon conversion be part of the Tome of Horrors or does it fall under the Monster Manual 2 parameters?

Mist dragon is in fact in the upcoming Tome of Horrors. There is a thread on the Necromancer Games Msgbrds that list the contents of the book.
