Rapier and dagger is a pretty good combo for a lightblade Fighter. You still get decent damage with a 1d8, you can add TWF for an additional +1, which brings the damage almost on par with Bastard Sword, and you can add TWD for the extra AC and Refl bonus as if you were using a light shield. It's feat intensive, but what else are you going to use those feats for anyway. It's not a bad option. If you stick with scale you have no skill penalties, so you can also easily grab an extra skills via Ranger or Rogue multiclass, not to mention some extra potential damage.

The armor and weapon are clearly intended to have enhancement bonuses -- +2 through +6 for the sword, and +1 though +6 for the armor.

Judging by the shields in the PHB, it's intended to give +2/+4/+6 when flanked, with the higher bonuses costing more.

I don't get why all the Fighter powers pair up light blade and spear when Eladrin are typically using a spear or longsword, which is a heavy blade.

I know this probably isnt an optimal combination, and as an Eladrin probably more rare, but it would make for an interesting fighter with sneak of shadows multi-class.
