Ya' know, maybe even the designers don't know the answer!

In that case, there is no rule about it, as the designers all rule differently. ELH shows one thing, FAQ shows another, DMG shows a third . . .

I still interpret to rule as being that all special items are already sconsidered MW. It only makes sense.

I do recall, however, a passage in one of the books that specifically states that items made of special materials are already masterwork, and that you can't have a "normal" item along with a "MW" item, when involving special materials. For the life of me I can't find it, and I don't memorize page numbers. (Only people with no life do that.) I know it's in there, though, because that's why I have run it the way I do.
 


I don't remember a passage in anything I've read that stated all special materials are automatically masterwork. (Not to imply that I've read Everything mind you) I remember a statment by Sean Reynold stating that that made sense.

But to throw another log on the fire there is a least one special material that states that it does NOT have to be masterwork to be magicek. In Dragon #298 (299?, the latest Drow issue). Spidersilk, I think.
This alone means that (at least some) special materials can be made non-masterwork.

Most people don't memorize them. In my particular case, I have access to most of my books. I'm sure the same goes with many others as well. Also, after reading the same section over and over and over, that page number tends to get locked into your head after a while.
