MnM... Help me create a super-sniper...

The simple, by-the-book method is to give him a BAB of +10, Luck +10 which he always uses on attacks, a BDB of at least +5 so that he can use All-Out Attack to get another +5, a weapon that does +10 so that he can Accurate Attack it for 5 or so, Attack Focus, and the Area Extra flawed to 1, so that he always hits an area of five feet -- meaning that, with an attack bonus of 10+10 luck +5 all-out +5 accurate +1 focus = +31 to hit -- he is almost always going to make a direct hit, and will, even on a miss, hit the area, forcing a Reflex save for half damage (and on a fail, full damage anyway).

BAB is a skill (or like a skill) so it stacks w/powers.
Think skill + super skill, or BDefB + Super Dex.
Another example is the Luck power which can add it's power rank to an attack roll (+ BAB).

That's why making BAB as a power is so questionable. Super STR and Super DEX don't provide a bonus to strike for a reason- they were intentionally left off.
ah, you're right. i don't allow BAB/BDB to ever be bought as powers. i'll go back on something i said earlier in the thread -- i think it would be unbalancing.

currently, all the ways of increasing Defense through powers are dodge bonuses. there are multiple ways in the rules to negate dodge bonuses: Startle, Taunt, Bluff, Stun, Snare, Paralysis, surprise condition, etc. so adding +PL on top of your Dex and BDB isn't all that unbalancing because there are many ways for the attacker to get around it.

there is nothing that negates BAB. so adding +PL on top of your Dex/Str and BAB would IMO be unbalancing. there's nothing the defender can do to get around it. (sure, Drain/Neutralize... but those things can also be used against powers that add dodge bonuses. so that's a wash.)
 

Heh. Glad my minmaxing while thinking of how to make Bullseye from the Daredevil comics could help. :)

Although I'd probably disallow the "1 rank of Area" extra move in my game -- paying one extra point to effectively always get at least a partial hit is, in my opinion, too powerful.

Beyond that... it's all about the Luck. Only power in the basic game that adds to attack rolls. +10 Luck is a beautiful and glorious thing.

-10 Luck placed on your totally sweet bad guy by some pain-in-the-butt hero is, on the other hand, bloody annoying.
