"Action Maneuvers represent a variety of stunts that can get characters out of a bind, allow them to move in ways they never thought possible, or attack in a manner their foes will never expect. They are actions that anyone can attempt; characters don’t require specific training to perform action maneuvers, just like they don't need prior training to be able to swing a sword as a weapon or fire a gun. A character can use an action maneuver without being proficient with it, incurring a -4 nonproficiency penalty to their rolls.
