The recent disaster of Mission ref: 926/7/k and subsequent elimination of the rogue cell involved must be borne in mind for all future recruitment.
The opportunity to capture a live NTE for preliminary study into the enemy we face has been squandered. Instead, Codename Veil came dangerously close to being exposed. This must never happen again.
We are aware that some of your operatives have expressed concern in the execution of their activities with regards to eye-witnesses and the media. They too are to be reminded of the severity of their actions and the responsibilities placed upon them. Any doubt must be eliminated or the operative in question will face the standard Employment Termination Clause.
The mandate behind Codename Veil supercedes all else. All missions are to be completed successfully by any means necessary. Equipment, operatives and civilians must all be considered expendable in the defence of Earth. This is what is expected of every operative. This is what it means to be in Codename Veil.
