May a Monk use Gauntlets of Ogre Power without penalty?

Does the deflection bonus of, say, a ring of protection, apply to Touch AC?

Yes, guantlets as wonderous items don't impair the monk. As long as not using them as magical weapons (as they are not).

Deflection bonuses do apply to touch AC.

gauntlets of ogre power provide +2 str right? Yea a monk can wear those and still attack with his fists.

Deflection does apply to touch. Any AC applies to touch with the exception of Shield, Armour or Natural Armour bonus.
