How does the Monk work when he is holding two weapons.

Say a Dagger and a Sling.

The sling is an impliment so he can use his at-wills is that how it works.

I thought he couldnt do some powers unless he had a hand free >?

The monk uses any weapon she's proficient with as an implement, and there's no requirement that she have a hand free.

The class feature "Unarmed Combatant" requires that the monk have a hand free to make use of their Unarmed Strike. That's the only thing that requires the free hand, IIRC.

So, that means that the aforementioned dagger/sling monk wouldn't be able to make use of the Unarmed Strike, so basic attacks would have to be made with the dagger, rather than the beefier fist o' fury. If you're not making that many basic attacks, it's not a big deal.

SFAICT, you could have a club in your off-hand to use with Crashing Tempest Style and (with Quick Draw) be able to fling out a shuriken or dagger for Starblade Flurry, and still get to use your Unarmed Strike.

Okay so OA's and charges.

With basic attacks like these with a dagger.

Is that then Strength vs aC for him ?

Yup. Melee basic attacks are always Str v AC unless modified by a feat, such as Melee Weapon Training.

Some at-will powers are labeled as being usable as basic attacks, but the monk, to the best of my knowledge, doesn't have any of those.
