I hope you can back those two words up with some knowledge that this is relevant. Are you aware of some secret info that tells you that a monk's abilities continue to scale after 20th? I have seen no such hint. Even if they do get some kind of increase in base abilities (enhanced by the tattoo), how does the +4 level power apply to them? Please enlighten me (using more than two words is encouraged). ;)

Actually, all the classes are going to be scaled to 21st level and beyond. They are specifically doing all the classes in the PHB and all the prestige classes in the DMG. THey will also give rules and guidelines on how to scale every class past it's level write up.

At both levels 17 and 20, a medium-sized monk's move will increase by 10' if he's got the tattoo. No other bonuses are applicable.

He won't ever increase hand damage past 1d20 (for medium-sized monks) and his unarmored AC won't increase before reaching 21st level.
 

Well, just wanted to add an advantage of a tatto opposed to let us say bracers - the bracers can get lost or taken away, the tattoo ... say, it's a lot harder to take this away.
