if a creature is ECL 25 and takes a level in fighter, becomming an ECL 26 (25 from monster/creature, 1 from fighter), the creature only has 1 level, not 26. They don't progress as a 26th level fighter, but as a 1st level fighter. Their next level, they become a 2nd level fighter, not a 27th level fighter. A second level fighter can not take epic feats.

In general, a monstrous character accumulates BAB and saves as normal until it gains 21 or more class levels (in addition to its monster hit dice). It then begins accumulating EAB and epic save bonuses as it gains additional class levels.

However, a monster may choose epic feats, and is generally considered an "epic" character, upon reaching ECL 21. Thus, a troll who reaches Ftr4/Blk6 (ECL 21) is considered an epic character and gains access to epic feats accordingly.

IMHO, this is a bad idea, or at least slightly unworkable, since ECLs tend to far outdistance most other measures of power. I grant monsters access to epic feats only upon reaching CR 21, not ECL 21.
