Monster/NPC & spells with XP cost

How do you guys handling spells with XP cost when running villains?

For example, when using an enemy spellcaster (or Dragon, etc.) who can cast Limited Wish, how much "usable XPs" do you give to him (or it)?

I usually just avoid giving such spells to villains. But at least, I don't like to see one lucky natural 20 with a vorpal weapon kills a BBEG of a 2 year long campaign. So I am now considering to let him learn Alter Fortune.

My practice is to give the character enough XP to be halfway to the next level/Hit Die, and that's how much they have to expend on spells with XP components.
 


Within reason, I use whatever is needed at the time. Some uses w/o keeping close track of NPC xp, but not infinite ammount. The players don't know or need to know unless the wizard is casting Wish every round for many rounds... then they may cry foul.
