CLosest I've gotten is a Deiyonichus(sp?) Loremaster NPC who was a very powerful figure in the field of animal rights. (awakened works on beasts in my campaign, and he rolled an 18 for intelligence.)

Edit: Speaking of raptors, I have a friend who I'm running a one-on-one D&D session for via AOL instant messenger (first time player). I made the mistake of telling her that she could play anything she wanted to. This lead to a hyper-evolved, sentient utahraptor with an artifact the equivilant of a medieval pokeball.
