I don't think that the bigger picture is necessarily as simple as the licensing agreement for its rules. Is WotC really all that permissive with the CC when it also puts a lot of its content behind DM's Guild and walled gardens like D&D Beyond?

Gatekeepy how? You responded to my interest in wondering if established companies would support Daggerheart, due to the revocable nature of its license. That was the initial question.

the SRD is in CC and about as permissive as it gets (short of public domain).

D&D Beyond is a way to buy their products, most of which you can also get as a book or for some VTTs. DMsGuild allows third parties to use WotC settings for their 3pp products.

Could WotC include more in the SRD? Sure, see Level Up 5e. I still applaud them for using as open a license over something more restrictive
