Mordenkainen's Disjunction and Use Magic Device

If a Rogue uses a scroll of Mordenkainen's Disjunction to successfully destroy an artifact, and thereby "permanently loses all spellcasting ability", does this have any effect on the Rogue if he never multiclasses into a casting class?

Can he still use UMD to activate scrolls, wands, etc?

No and Yes would be my answers. You lose all current spellcasting ability I think by the wording, and using magic is different from being able to cast it (an exception to this I think might be scrolls, since normally items cast for you except for scrolls).
