Magic, as in the personal use of "magic" in a very broad sense. I think that's what they're referring to there.
Whereas they've also indicated that the "Christmas tree effect" will be somewhat less in 4e [than in earlier editions, notably 3e].
So, lower magic and higher magic, all depending on how you look at it. At least, that's my very limited understanding at this stage. I could be totally wrong, obviously!
edit --- I could've saved myself some typing there and said "what Victim said" - for the first bit, anyway.
