Mother Cyst Optimization

One of the requirements to getting a Cyst into people (before you can command already infected people to go where you want before exploding them, making everyone around them subject to the original spell) is by touching them, so would a melee caster build be for the best?
Alternatively, you can use Spectral Hand to cast the touch spell from a distance. Reach Spell allows you to do so as well.

3. The spells do a lot of damage, and aren't ridiculously high levels, so what would the best meta-magic feats be for them? I personally like Fell Animate, but that one is pretty specific for a Necro.
Fell Shaken and Fell Weaken are pretty nice. Violate Spell might be interesting.

4. Since the spell has absolutely no physical or audible components other then touching the target, would it be effective to cast while grappling?
As long as it doesn't take more than a standard action to cast.

I am thinking a typical Dread Necro 8/Pale Master X, since the Necrotic Cyst spells are Necromancy and give a penalty against the Necromancy School, and the Dread Necro can wear light armor without spell failure for any of his spells.
The build will concentrate on getting into the middle of the fray and doing as much damage as possible, while giving cysts to people then attempting to explode them. The Dread Necro's Negative Energy Burst and Fear Aura are nice to have, and if I prestige into Pale Master, I can wear "Undead Armor" and ignore 20% of the spell failure chance.

Can you cast Necrotic Cyst defensively so as to prevent AoO's?
Yes.

Is Dread Necromancer the class that gets to deal negative energy damage with its touch attacks? If so, the Tomb Tainted Soul feat allows you to heal from negative energy might be a good idea.
