are there any rules out there for advancing mounts. i would love to make a PC who rides one, but what happens when you reach lvl 15 and you're still running around on a 3 HD horse?

A Paladin's special mount or a Ranger's (or Druid's) Horse animal companion have their own rules for advancement. What kind of character are you considering? Would one of those classes work?

Buy a heavy warhorse (4 hd)! ;)

Seriously though, even if you are not a paladin, you can try to acquire unconventional mounts (Griffins, Rhino's etc.), a horse with a template (Half-Celestial, Half-Dragon), an awakened horse (with character levels), a dragon, or something else.

Sometimes these can be acquired as a cohort using the leadership feat, or sometimes they can just be purchased, captured, etc.
 

actually i was thinking of making a gnome or a halfling for the small size so they could ride a medium mount and take it anywhere. also if i go gnome and take a dire badger he could talk to it, even if its just for 1 min/day

as for class, straight fighter nothing special.
 




You could get buffs for your existing horse. A collar (harness?) of Bear's Constitution +4 is another 8 HP. Magical barding improves AC. There are some special horseshoes that could help as well. Permanent Greater Magic Fang could improve offensive potential.

My general rule is that if you want a devoted creature of above-animal intelligence (a pegasus or giant owl, for example), you need to take the Leadership feat. If you don't have the feat, the creature will consider you a friend and ally.

If you want a devoted creature of animal intelligence and ability, it may just cost money, time, and handle animal checks. Without wild empathy (class ability from rangers and druids), you can't automatically improve the animal's attitude towards you, but years of training and careful love and attention could certainly make an "indifferent" animal friendly. If you want it to be "instantly" a loyal companion, or if you want something that isn't a standard animal (like a horse with extra HD or an awakened horse), you'd need to spend the leadership feat on it, in which case the "level" would be equivalent to HD.

So, talk to your DM. See how the Leadership feat could be adapted to your situation -- it sounds about like what you are looking for.
 

A short dip in Beast Master from Complete Adventurer can score you a Druid's animal companion. The class has full BAB and only one feat as a prerequisite (Skill Focus Handle Animal *shudder*)

There's also a feat to further advance an animal companion once you have one, also from CAdv: Natural Bond.
