Mounts, Monsters and Feats

Quick question for the Experts of EN World.

Paladin, Level 9, has chosen an augmented mount who gains the mount bonuses as though the Paladin was 4 levels lower; hence, it gains +2 HD et al.

Paladin wishes to use a tactic that requires the mount to have wingover (flying mount). Mount is 6 HD and has 3 feats (that are listed in the monster reference). The bonus for 5th level paladin isn't enough to push the mount to 9HD, where it would gain another feat.

Is there anything that states that the feats given in the monster resource are fixed in stone, or are they just the 'typical' feats, and as such the paladin could chose to replace/re-arrange them?

Those are typical monsters in the MM, and the DM is free to choose whatever is more appropiate. If the mount was raised from a baby to be a war mount, then most of the feats will be martial in nature.

Another thing to consider.... The DM may wish to allow some kind of "trick" from the handle animal skill to closely mimic the wingover feat.

What mikebr99 said. I wouldn't go as far as to allow a trick to mimic the feat but I would definitely let the player choose the feats.
