Moving silently when you're standing still

Take into account the armor check penalty then, which would offset quite nicely a +10 circumstance bonus. I would have given them a +10 but not allowed a take 10 (I never do on opposed rolls). But, that's just my oppinion.

The only idea I can give to you regarding this is if a rogue is in the group he helps to organise the plate wearers to keep quiet by placing cloth in the plates to stop noise but in doing so will restrict movement in the combat giving a penalty to hit.

I would think that the situation described here would be a task of Endurance and/or Concentration, rather than Move Silently. I think I would only use Move Silently for when a character is actually moving.

Hmm -- interesting! I could even see giving a +10 bonus and then using a Move Silently check modified by Con instead of Dex. Characters who choose to hold their breath (as we all did) might see their armor check penalties evaporate for as long as they successfully hold their breath.

trying to be silent while standing perfectly still? hm.. I'd check the character sheets for "mouth-breather" under the character description..
