MP - How is Pass Forward balanced?

I just started reading Martial Power, and the Pass Forward power sticks out. My big concern is that it's At-Will, so you can keep making yourself immune to opportunity attacks over and over and over. How is this balanced? Can anyone defend this? (EDIT: Agile Approach, a Level 6 Encounter power lets you shift 2 squares, while Pass Forward, a Level 2 At-Will power, lets you move your entire speed without drawing opportunity attacks.)

Would it be underpowered if it was an Encounter power instead?

Why do you think it is to strong? All you can do is run around an enemy that is adjacent to you (and hope no other enemy is there because he could OA you).

It just doesn't seem like it needs defending. You're not really "immune" to opportunity attacks. One enemy can't attack you, and you have to finish next to it.

OA are really big to get away from an enemy (retreat!) when this doesn't apply.
Or when trying to get past one enemy in order to reach another, when this also doesn't apply.

So you can circle around an enemy without provoking an attack from it. That doesn't seem very overpowering.
 

Since you have to pick an adjacent target, and it's a move action, it's hardly overpowered.
Compare it to actions you have available already, such as a shift.
Against lone targets of 1 square in size, its effects is "I get to move 1 more than a shift."
Against more targets, its effect is "I get to move 1 more than a shift, and get smacked by everyone but my target."

It's interesting, but not that great.
 


And if your fighter friend has that target marked maybe it isn't such a bad deal provoking an OA as he can belt it as an interrupt. If your circling the opponent and not provoking then no fighter joy!
