Multi-Class @ 1st level

I have a player who wants to play a multi-class half-orc barbarian/cleric - he'll be joining our already running campaign (but everyone is still at first level). He tells me that both classes will then be run at "apprentic" level. How exactly does this get handled? Do I allow him access to 1st level cleric spells? How about Barbarian feats? I'm a bit fuzzy on it all.

Oh and before anyone gets any ideas - I want to allow it because I REALLy like the character concept, it's really fleshed out well, and will work well with the rest of the party.
