** I updated the wording significantly and fixed Human-based races
- I removed half-elves to preserve their "niche."
- I fixed the powers to uphold WotC's spirit of not giving powers through feats without giving up something in return.
- The wording now works for at-will racials too, since you can't have used them during the encounter you would swap them for the other racial power.**
yes, but those half-drow rogues don't get to multiclass into ranger for better two-weapon fighting, or warlock for cool utility tricks. I could see the rare person who utterly hates multiclassing otherwise consider doing this all the time, but that's their preference. As far as power-level is concerned, it shouldn't be unbalancing. You're trading a feat for one taste of the being the other race. To be more "that race" you'd have to paragon path as them and give up another feat to get their racial power. two feats and your choices between 11-20 is a pretty decent trade, i would think, to be part of another race.
