Multiclassing and base class features

(If this discussion exists elsewhere, please feel free to move this thread. I only have one PC that auto-logs to my account here and can't upgrade to the monthly searchable subscription without knowing my password--which the website doesn't allow me to change without re-entering it and so far has never successfully sent an email for me to change it. But I digress)

I'm planning on figuring out how to give all the startup class powers to someone truly committed to multiclassing. I don't know if it'll be a bonus upon completion of the multiclass feat and all three power-swaps or just the encounter and daily. Consider it a synergy of feats, but it makes no sense to me that a character can take the alternate class's paragon path with just the base multiclass feat, but even after four feats commitment can't cast a curse on more than one foe per encounter or use healing word more than once per day. That many feats commitment across 8-10 levels means you're at least the equal of a level one in the multi-class.

I'd like to read some thoughts folks have on both the issue and my proposed solution.

I am seriously considering making it the Level 16 bonus of Paragon Path multiclassing. I don't know why they went out of their went to get PP Multiclassing, but why shouldn't it get a class feature at level 16, just like a normal Paragon Path? I'd only give them the multiclass feat's 1/day ability from that though... a multiclass Wizard could end up with two Wizard at-wills, for instance.

Now I'd make an exception for the Walock... I'd put his pact-related Curse kill bonuses in that pact's Paragon Path at 11th level, removing the worst of the two class features. Feytouched would get Misty Step in place of Slashing Wake, and Patron's Favor at 16th. Lifestealer gets Dark One's Blessing at 11th and Collect Life Spark at 16th instead of Sustain Life Spark. Doomsayer gets Fate of the Void at 11th level and Doomsayer's Proclamation at 16th. Of course, that'd still be at 1 enemy/encounter.
 

I am considering making a second tier of class-based multiclass feats that expand on what the first tier did. feats are pretty pletiful now so it seems a good way to do it (w extra feat for more of your second class' features=GOODNESS)
 

I'll probably house rule it that at lvl 11, if you multi-class instead of taking a paragon path, you become a fully fledge dual-class character, having all the capabilities of both classes.

It seems like a lot to get. As a player with three cross-class-feat-based characters in play or going into play, I'd be really happy getting an at-will power from either class as a bonus power at 16th level. So, I'm pretty much in the camp that they don't get enough, but they dont' need a real lot.

I'm a little leary of a large number of cross-class feats at the paragon or epic teir. One or two per combo maybe, but after spending 4/6or7 feats on multiclassing through 10 levels, more than one or two more per tier seems like you're limiting options rather than providing them. Players should start selecting feats that benefit their class and cross-class powers and abilities as well as general feats rather than just grinding into more powers and abilities from the other class.

Im right there with you.

MC in 4e was not thought out well.....
