Munchkinizing for movement rate

I don't see a race listed, how about Xeph? They have a special burst ability which increases their speed and with their natural 1 power point you qualify for psionic feats.

You can also pick up a level of divine mind and grab the freedom domain. With speed of thought, the freedom domain, and retaining focus that would be +10' insight and +10' unnamed bonuses to speed. Divine mind gives you a few other bonuses as well which could be helpful.

No. You give up the wildshape class feature to get the bonus to speed and other abilities. I thought you were suggesting the the swift & deadly hunter multiclassing into a druid with the PHB2 variation on wildshape. :D
 


Over on the Wizard Character Optimization Boards there's a thread devoted to a build called the Lancer that has a rather outrageous movement rate. I'm looking for it right now to link but it's taking some time, I'll post a link when I do.
 

The Quick trait from UA.
+10ft speed, -1 HP per HD, results of 0 are possible, there's a minimum Con requirement too.

Dip into Scout for a few levels.

Grab the epic versions of the Paragon and Pseudonatural template, x3 and x2 speed for all forms, respectively.

I don't have any errata on it, nor do I have the Spell Compendium, so it doesn't really matter if they did change it -- it won't be in our game. :)

The "swift and deadly hunter" druid gives up wild shape for a bunch of other things, so I couldn't do the Shapeshifter thing with it.

The WotC thread is interesting, but concentrates on flying. I want someone who can run ridiculous speeds.

Then you're definitely looking for what they were trying for in the Lancer thread. I still haven't found the thing on their boards. Basically pumping up speed to obscene levels through multi-classing a few key feats and some items plus a couple of psionic feats like Up The Walls and others. When I found it again I'll add a link into this post.
 



Tome of Battle has Desert Wind maneuvers that add to speed, and, further, Feats that give you bonuses to hit, dodge and damage for moving during your turn
