Liquid silver witchmoss ^_^
Ever read the Warlock series? There is a material in it, witchmoss I believe it was called, that reacts to thoughts. Ogres and other such creatures exist because at some time or another a story was told so well, and those that heard it imagined it so exactly and intently, that a batch of the local witchmoss formed itself into the creature. Such creatures (unless imagined very very well by a great many) do not bleed, etc, and eatting the moss tends to cause temporary insanity (usually for days, from what I recall).
IIRC the astral is the plane drawn upon by psions for astral constructs, so why not have this silvery psuedo-liquid be the psycho-reactive substance they draw upon? And if denizens in the city happen to think too strongly about certain monsters they've heard dwelt in it . . . Yes, I expect the ocean is filled with a multitude of odd creatures. Many are no more real than most astral constructs, but since some were dreamed by humans, others by illithid, others by elementals, and others by creatures without name, I expect a great variety in size, shape, abilities, etc.
Could be quite a bit of fun if they arrive just in time to hear of some strange horror that has recently started stalking the streets or beseiging the city walls along the seafront, etc. Perhaps at higher levels they can deal with an elder brain on a distant shore that is literally thinking a vast army of astral constructs into existance so as to besiege and conquer other cities / landmasses - thereby gaining a means to invade alternate realms in a bid to regain the long lost reality spanning illithid empire.
Of course, you could also make the astral a plane where psionic powers are only partial transparent with magic, such that null field will also work as anti-magic zone, but anti-magic does not work as null field. Especially with magic already working oddly (transport exaggerations, etc). Even more especially if psionic equivalents work normally. They do have a psion amongst them, right?
