It's from the Monster Manual... why shouldn't it be Core? It's just one of the normal General feats from the three core rulebooks.

Hmm....

Well, you get a pure Rogue - Feats are mostly pretty obvious; Weapon Finess, TWF chain, Improved initiative, and such. What's not obvious is that you want Quick Draw.

There's two things to be sure of:
1) You always use Touch Attacks (unless you're out, then you use shortswords, or just run away). To do so, you invest in lots of Use Magic Device (You want wands of: Produce Flame, Chill Touch, and Grease - all first level spells), Alchemist's Fire, and Flasks of Acid. Flame Blade is also useful.
2) Every attack should be a sneak attack. If you HAVE to flank, you can - that's why you've got touch-range effects. Most the time, though, you use Grease - because it forces a balance check, and anything balancing without at least 5 ranks in Balance is considered to be flat-footed.
3) Profit! (You are a Rogue, after all...).

It's not that it isn't core. It's that by the feat wording, he doesn't qualify. Unless you acknowledge the FAQ...
