Depends on the level. APs are super scarce. 5 AP is really high. Maybe if you did something like:

After a hit is confirmed and before damage is roled spend 2 APs to automatically make the damage 1.

Or something like that. Toy with it and tell me what you think.

Hey, that sounds pretty good.

Another stupid cinematic rule:

-Spend APs to do something ridiculous that would otherwise be impossible or riduclus in the real world, IE jump off a bicycle while standing and shooting, dodge bullets 'matrix style', cause a bullet to ricochet around a room, cause bullets to go through multiple enemies... The GM dictates how many APs each of these moves would cost, otherwise it would either be overpowered or underpowered.

And some feats I thought of:

Lame Jokes:
You can stun someone for 1d3 rounds by making some incredibly lame joke after you kill another. Enemy must make a Will save (12 + joker's charisma mod + joker's charismatic hero level), or have their mind numbed for a time by the idiocy of the remarks. You have to designate an enemy to stun, it doesn't work on all of them.
Example: John kills a terrorist by blowing him up with a rocket launcher. He says: "I guess I really 'blew' him away!" The enemy he designates to stun makes a will save, fails it, and is stunned for 2 rounds.
Restriction: Players MUST say the lame joke, otherwise this feat doesn't work. Reccomended for creative players.

Oh god, stop the pain:
Prerequisite: Lame Jokes
The character's jokes are now SO bad, that they cause physical pain to the enemy in question. Enemy must make a fort save (14 + Joker's cha mod + joker's charismatic hero level), or take 2d6 points of damage.
Restriction: The joke must be TERRIBLE, as in the people who hear it want to kill the player for something so stupid.

Something from Nothing:
Prerequisite: Builder (mechanical or electronic) OR 6 ranks in Craft: Mechanical or electronic.
At the GM's behest, the character can cobble together various parts of devices (a broken circut board, a muffler, and a printer cable for example), and make something useful out of them. DC to make is 16 + Misc mods (listed later). Also note that the character MUST specify whether he is making something mechanical or electronic, and uses his ranks in the roll for making something.
Mods:
Things used are related to what is going to be created (using computer parts to craft a brand new system): +2 to DC.
Things used are slightly different (using computer parts to make a pocket PC): +4 to DC.
Things used are majorly different (making a gun out of a cable and a TV): +6 to DC
Things used have NOTHING to do with each other (using a gun from the 1800's to make a high-powered supercomputer): +8 to DC, or more, depending on just how insane it is.

I'm going to work on cyber-hitler right now. Should be... interesting. What would his type be? Construct?

Oh, and Mistwell, thanks for the links. The Sangraal will definitely be one of the three... And I'm considering the Apostle Stone as well (maybe to summon a demon in the body of Hitler after his ressurection by the Sangraal, thus increasing his power).

Of course, if the Apostle Stone is in it, I'll have to put The Seven Coins of the Seraphim in there, so the players will be able to stop that.

Since the Apostle Stone requires the Seven Swords of the Seraphim as well, I guess those would be the third artifacts... though that boosts it up to eight. Or nine. I can't count.

There is a game called Jovian chronicals by dream pod 9. it's pretty cool. It's a space game that features mechs. It features something similar to action dice. They have a rule that when your mech explodes and you would other wise be killed you can expend these points to help make a check to save your life. i could see something like this easily being transported over. For situations when dealing with large explosives, exploding cars, planes crashing, any situation that a lpayer gets himself or the entire party into a no win situation, use the same idea. Five action dice for a character coming out of a no win situation alive isn't all that steep.

I'm not sure how long you see this campaign going for, but I'd suggest spacing it out a bit - instead of leaping straight into why the nazis are doing what they're doing, have the first group as a small local cell of neo-nazis that has been passed on orders to "recover this item from this office, and contact us through the usual means to arrange a pickup." They have no idea of why it's wanted, but orders are orders. The PCs can find out about the pickup / contact methods from live prisoners, or by investigating the cell's base of operations, then start to work their way up the chain as such, at each level finding out a bit more of what the nazis are up to, but not the reasons behind the actions, until they get to a high up of some sort, where they find out the reasons behind the actions "They're planning on WHAT??" They may have to work their way through local cells, state level controlling cells and finally an overall hidden national governing body before finding this out.

Actually it's from the Weezer song "My Name is Jonas." It's the first track off their self titled first album.

As for the Something From Nothing feat... which can also be called the McGyver:
You should give a bonus to their roll if the PC is using duct tape.:D

Oh, and I have that Weezer CD. THe reason I thought it was from the Otherland novels was because I just finished reading that massive tome (3,000 pages, anyone?)

I'll pass. I still have to finish the Ender Series by Orsen Scott Card. And then finish his Shadow Series after Shadow Puppets comes out on paperback.
