For those playing Scales of War, I could use your advice.

So my players made it to the Vents and found the dead Farstriders. I had introduced them earlier in the campaign and they became friends of the PCs. Now the PCs want to take their bodies, they recovered all of them, back to Overlook to have them raised.

My question is, would the Council do it? There's no way the PCs can afford it. I know it's my call but I'm curious what others think.

I played through Bordrin's Watch. I don't really remember, who were the Farstriders? Unless they were very important, I think the Council either wouldn't or would just raise one to get information. Raise Dead is expensive.

Two words:

Skill Challenge.

Make it hard, but if the PCs succeed, the Council is impressed by their determination and foot the bill for the raising.
 

Also keep in mind that, unless you've changed it, the default assumption of Raise Dead is that the person being raised is somehow special and has a destiny. Were they normal guys, or were they the heroes of the area? Maybe they try to raise them, and only one comes back. If that's the case, that means that that guys special. You now have a major plot hook for the rest of the game.
