Well sales tax or VAT or whatever it’s called locally is a pretty standard thing around the world. You’re going to pay that wherever the item came from. 7% is actually pretty darn low—VAT is about 20% here in the UK. Books are exempt though.
Though it is funny to see Albertans come here confused about the extra 7%. I agree it's not a big deal.

Ah, right. He’s in Canada? So reading that it’s not a new tariff or related to WotC books or a current trade war, it’s just Canada’s standard import duties.

So that is blanket 5% import duty on all items over $20, and he paid $30. So the two FR books retailed for … $600?

Something still doesn’t add up. Maybe he’s in one of those areas where it’s 13%? In which case the two books retailed for about $100. Better than $600 I suppose!
GST (Goods and Services Tax) is the Canadian federal sales tax. Most provinces also tack on a provincial sales tax. At the cashier, you are charged the sum of the two taxes, which is called the HST (H as in harmonized).

There are no tariffs, duties, etc. paid on books coming to Canada from the US. What @Henadic Theologian might have encountered are brokerage fees from the courier (Purolator/UPS/etc.). He might also be appending the sales tax to this number as well.
