Well, given that the character in question can eventually cast 9th-level druid and wizard spells in hide armor at 20th level, I wouldn't tweak the Mystic Theurge prerequisites. A non-human character with 14 Intelligence will be able to meet the Knowledge (arcana) and Knowledge (religion) prerequisites over his three wizard levels, but will have no skill points to spare.
