Naga PC Race

Hi, so i have this little project of mine, im trying to find/make a Naga PC race, hopefully something with few Monster HD and little or no LA, if there is such a PC Write up does anyone know where? If not could someone give me an idea of a good way to create such a writeup in a balanced manner?

You could go for a naga bloodline.

Rokugan d20 (add on to 3e's OA) has a Naga PC race. They're more Warcraft-style Naga than "Snake with Human head" type Naga though.

Shinomen Naga are in Oriental Adventures (under Naga, Shinomen) and Rokugan d20. They're basically snake from the waist down, and human from the waist up, with some differences (Cobra Naga have cobra-like hoods, for example). There are a couple of different breeds. Even the biggest, though, only have 3 or 4 racial hit dice. Page 203 of Oriental Adventures lists the Level Adjustment (Effective Character Level as it's called in the book, since OA was from 3.0 rules) for the different Shinomen Naga breeds. Cobras have 3 or 4 HD and a +5 ECL, for example, but Greensnake Naga only have 1 racial HD and a +1 ECL.

Besides the excellent suggestions above, you could use WotC's Savage Species or Green Ronin's Advanced Bestiary to make some kind of anthropomorphic snake race and call them Nagas.

...and put them on their own plane...
