Yes. Power attack needs to be in the build at each stage and using it as effectively as possible.

Could you clarify this a bit more? Do our Power Attackers have to deal good ranged damage as well? Are they assumed to have some standard teammates around them?

Your power attacker should be pulling the weight for its 1/4 part of the party. You could assume it is in a party as one of the four core (fighter/cleric/rogue/wizard) classes. We are looking for the most effective use of power attack though, so that would mean that it can get power attack to raise its damage as effectively as possible while still being a playable class on it own. The power attacker should be able to deal its sick amount of damage to other monsters in its CR range. Really, we would be looking for a high hit percentage, high power attack bonus, gross combos within the same class and the ability to do that with the types of monster a 5th/ 10th/ 15th and 20th level character would be facing. The power attacker should function independantly, as the other party members may not be able to combo with the power attacker at a given moment, so that would not be considered consistant. A strong independant power attacker that synergizes well would be a better canidate for winning though, as it is more well rounded than one that is a one trick pony.
