Lets say a bear who has 3 attacks (claw, claw, bite) is grappling you.
Does he get 3 grapple attempts 2 at highest attack bonus and one at -5 or does he only get one b/c his BAB is low?

According to the official DND 3E FAQ, your grappling attempts are based solely on your BAB. Thus, if a bear had a +6 BAB, then it would get two grapple attempts/round at +6/+1 (STR bonuses apply of course).

Which unfortunately means you have to reverse engineer an animal to figure out it's BAB.

Looks like the large bears have a 27 Str (+8) so Brown bear has 2 claws at +11, 8 of which is from Str and a -1 from size so a Base BAB of 4.

So it gets one grapple attempt per round (but still gets all it's attacks).

Or look on page 13 of the MM to get the subtype's BAB progression. Animal BAB is the same as that of a cleric. So without all the numbers, a 6 HD bear has a BAB of +4 (6 x 3/4).
