Can natural attacks (claws) be used as light weapons? I know unarmed attacks can, but there are several differences between natural attacks and unarmed attacks.

PS, the character is not a monk.

Yes.

Weapon Finesse [General]
Prerequisite

Base attack bonus +1.
Benefit

With a light weapon, rapier, whip, or spiked chain made for a creature of your size category, you may use your Dexterity modifier instead of your Strength modifier on attack rolls. If you carry a shield, its armor check penalty applies to your attack rolls.
Special

A fighter may select Weapon Finesse as one of his fighter bonus feats.

Natural weapons are always considered light weapons.

Note that - unless stated as an explicit exception - natural weapons are never used as off-hand attacks for two-weapon fighting; rather, when mixed with a manufactured weapon, they are used as secondary natural attacks.

The light weapon consideration will apply to things like Weapon Finesse, Sunder and Disarm attempts, and use while grappled or swallowed, but will have no bearing on two-weapon fighting penalties.
